Procedure adopted by the European Union to implement policies and legislation. The Council delegates the power to execute EU legislation to the Commission. Representatives of the member states assist the Commission by participating in comitology committees. The European Parliament has little direct influence and is more an external supervisor. While some committees have the power to adopt legislation, others provide advice to the Commission when drafting implementing measures.
